Water wetter

I bought two bottles of Water Wetter, because the track I will be running on does not allow ethel glycol.
Now the bottle of Water Wetter says to mix it with ethel glycol. What the story. I live in Florida so I don't need freezing protection. I just want something that will get the cooling job done and provide the aditives to keep the water pumb lubricated and have some decent anti corrosion properties.

How would I mix the Water Wetter?
