It makes perfect sense you should not pay sales tax the first time you register a car. GM,Ford,chrysler, etc do not pay sales tax it is the second owner who pays it which is the customers on the sales lots. If gm never sold a vehicle they would not have to pay taxes. The paid taxes, shipping and accrued expenses while assembling.
