Unhappy Wet plugs 4 and 8

Hi, new to the forum, but a long time reader. I have read alomost every thread regarding webers and it has help alot to get my setup somewhat completed on my mustang. One main problem that has me scratching my head. PLugs 4 and 8 are wet with fuel. Fuel pressure is 3PSI, I reset the floats on both carbs, cleaned the carbs. Made sure the floats moved after putting them back together (one was jammed on the float tab). Mixture screws have no effect on the cylinder. I am still trying to dail in my webers but feel I cannot go on until I get the wet plugs figure out. Any help is appreciated. Thanks

Mixture 3/4-1 turn out.
