Get it done and registered. Then drive the heck out of it.

I didn't even have to take mine into the DMV when I registered it. Just the paperwork and paid fees and was good to go.

I don't think the tax question was answered above. I am contemplating the purchase of a brand new BDR from out of state and am curious as to if the tax is computed at only the AZ state rate (5.6%) or if it also includes the city (so total of roughly 8%)? Or is it based off of something else?

UCC tax on a brand new build that crosses into Az from another state is assessed at the state level when you go to MVD to title and register it.
And then, some cities (Mesa for sure, Phoenix for sure, but I'm not certain about other cities) will also tag on the difference between the state tax rate and their city rate (so, for example, Mesa tacks on an additional 1.4%, since their UCC tax rate is 7%)

I had a bill of sale from a different state and paid no AZ state tax.

yup, I've had some deals where I brought in a car from out of state and paid zero UCC tax, and other deals where they dropped the hammer on me.
There doesn't seem to be any rhyme or reason to it. Just be prepared.
in 2010, I bought a boat and trailer in South Carolina, and had it towed cross country. When it got here, MVD wouldn't issue me a plate for the trailer unless I paid the UCC tax on the ENTIRE purchase price- both boat and trailer...
Then city of Mesa called me about a week later, demanding their 1.4%. When I told the lady that I'd pay the Mesa tax on the value of the trailer, but not the boat (since there is not a body of water in Mesa big enough FOR the boat to float in) she was not amused....
....and neither was I. I ended up shelling out $2200 in taxes just to be able to get my registration sticker, and float my boat.
It almost felt a little bit like living in California again.

you got lucky or i really got shafted by the state of az, i bought my car out of state too and when i registered it they stuck me with a $1600.00 sales tax before they would do anything, then they wouldn't even help me with the insurance by putting 1966 replica on the title, they titled it as a 2006 Shelby.

Did your car come with a valid out of state title that said 2006 model year on it?

That's not how they're normally titled in AZ. Probably due to the out of state title. A friend just registered his new SPF and it's registered as the year on the MSO.
