A guy on a scoot is able to match the flow of traffic,not impede it. If he won't he is a danger to himself and others, just like that bicyclist.
He is not doing anything "wrong" ,as in illegal.The city says it is alright.
Just because something is not illegal doesn't make it a healthy or smart thing to be doing.
Like that knuckle head on that bicycle.
It isn't about going fast and being reckless,it's about matching the flow of traffic in a dangerous situation like a 2 lane bridge with barriers on each side.
