Wisconsin couldn't be easier...1 page form, send MSO, engine, tranny and chassis receipts and money and the title shows up in 3 weeks. No emissions ever, in fact if you buy a hobbyist plate, there are no annual registration fees...ever.

Did I mention how high our taxes are here?
