It's really a rag-joint. It's probably a good idea to have one, but most Cobras don't use them. Using them gives you a more steady feel to your wheel, not using a rag-joint can contribute to the dreaded 70 mph shimmy, but not always. If you can't fix the slack, weld it or bolt it tight.
