If your horns still blow with the relay removed, you have a wiring issue. Either something is shorted out or is mis-wired.

If the horns only blare when you plug the relay back in, try a different relay, it may be welded closed. If that doesn't do it, back to step one - wiring issue.

Good luck chasing it. It will probably require unwrapping the harness and tracing wires since you don't know if someone may have spliced in something in the middle
