Smile oil filter

most oil filter we use on our street motor by pass at 11 - 14 PSI. I found the Motorcraft FL1A HP by pass is 25 PSI. Last year I could find them in parts stores, Ford dealers for $10 to $15 each. Then they became hard to find. I did a search and found them for $9 plus shipping so I ordered a case. This is Summit info on the FL1A filter, note the Relief Valve Open pressure. Does this mean anything above 14 PSI the oil is by passing the filter?
