The process is:
Obtain a copy of ADR3/03 from the department of transport website (or equiv un reg)
Commission a lab certified for ISO17025 or similar to conduct the tests specified in the ADR (we call it NATA accreditation here).
Draw up the seat showing dimensions meet ADR 3/03.
Sell the seats as ADR3/03 compliant with a copy of the lab test results and drawings.
The local engineer will do the rest.

Note: testing doesn't have to be in Australia. ISO17025 is an international standard so will be recognised here.
