The coolant "expansion" tank I believe you are referring to, will want to be about half empty so there is room for expansion of the coolant. There is an internal baffle (reach in with a finger and you will feel it and the large hole in it) It will tend to seek the proper fluid level if overfilled. Usually on your garage floor.
The optional overflow tank is mounted in the front right corner of the engine compartment usually. There are many versions available, and they come as a "catch can" only, or a "catch can with return". The latter is just a catch can with a syphon tube inside to return liquid.
