putting the spacers there when the block has no crank in it and the caps are not torqued down is how i store the spacers too.... it keeps them with there respective spots.....i'm sure its not where he thinks they go but rather a safe spot to keep them since its just shy of a press fit between the cap and skirt......

i also double it by marking them #R and #L too with paint pen
