99% sure your problem is needles and seats. Remove BOTH bowls and check them. Recently, I had this problem on an engine I was not running on a usual basis. If the fronts are sticking then there is a good chance the rear needle and seat will be also. So, after you check the front ones and get them working and see fuel squirting from the accelerator pump movement, you think you have cured the problem. The secondaries are used not that often even with a double pumper. I could not believe how much reside was at the bottom of the rear bowl. Check both bowls.
