Default Dry oil separator on PVC circuit

When I first built the engine (351W) I placed a clear filter between the PCV and the carb to see if I was getting much blow-by. I noticed that I was getting a fair amount. So I purchased a Steeda Oil catch can and put it between the PCV and the carb.

However, ever since I installed the catch can, it has remained dry. No oil has collected at all. The PCV seems to work (it rattles and I can blow thru it) and I can suck air thru the catch can.

Any ideas on why the Steeda is not collecting/separating the oil? Short of going back to the clear filter to see if it collects oil, any other way to test the Steeda?
