Dwight, you are absolutely correct. Class II license holders are allowed to manufacture NFA weapons (special tax registration), but most folks associate NFA weapons with Class III dealers, not manufactures. This is why I cautioned against thinking it was okay to enhance one's private collection via a class III license.
