Are you running an external vacuum reservoir and, if so, is there a check valve located there? FWIW, that's how my West Coast Cobra is set up, though I'm going to be adding a 2nd check valve on the booster, based upon the edited information below.

Edit: I just discovered references that indicate there should be check valves in both the vacuum reservoir (if equipped) and the booster.
