Cleveland heads will bolt on to a Windsor block (and vice versa, but why would you?) but there are water passage issues. The issues have work arounds that aren't too horrible. The biggest issue as I recall was getting an intake to fit. Several manufacturers now make such manifolds but they're about double the cost of your basic Edelbrock.

The blocks are definitely different (main bearings, deck height, oiling configuration, etc...) but that didn't prevent the head bolt pattern from being the same. I suspect that Ford was using a 302 to prototype the Cleveland head design and someone said "Wow! This would be a beast in Trans AM!" The tunnel port 302 was sort of a dud with a narrow rpm band.

Again, its been 40 years, I'm probably off base on something, but not much.
