Titled as 1975 or older or have SB100 to be smog exempt in CA.

Driver quality with flaws in paint OK.
Just an FYI, California does not always except out of state titles at face value. In other words, you might be better off finding a car that already has an SB100 certification, otherwise, you might buy something titled as a "vintage" year, but upon arrival in California, your state automotive agencies might make you title it as a more current year, thus making you go through not only the title process from scratch, but the SB100 process from scratch.
