You pay all the taxes during your first visit. Assumption is you have a completed car at the time. That is why a temporary 30-90 day permit to get the CHP, and BAR taken care of.
If you have difficulty in making an appointment with CHP within the given period of time, they will issue an extension or another TEMP.
You pay all your taxes up front. They don't care about anything else. Then you get your number right there.
I don't know what they are going to do, if your concept of a finished car is one without paint. Gel coat only? they shouldn't be able to tax you on something you have not spent money on.
What if you got it painted later on. Will they charge you later?
