Calif registration and SB 100
With luck, I will have a 289 to register after the first of the year. What are the best resources to get good info on the whole registration issue. I think I know the basics, but the devil is in the details and I want to research that too.

The DMV website is an excellent recource. I had copies of the leglislation, the DMV notice from their website as well as a letter from the representative who authored the bill/law. Without it I would hve been ignored. As it was I stood at the DMV workers while she called Sacramento. 2 hours later everything was cool. I got my sequence number in the mail a week later, I got #6 of 500... That was Jan 2. (the DMV is closed Jan. 1) Hopefully you will get a knowledgable DMV worker and it will be a breeze.
After that it's off to the BAR Referee. Take photos, serial numbers and receipts to the BAR. I am actually finally going next monday 11/24. The BAR charges $8.25 for the sniff test. My car has been inspected at BAR before and I have a permanant tag attached at the VIN plate that includeds the size and year of the engine and a serial number so my time at BAR should be short.

Are they not the ones who inspect 'visually' then assign a VIN?

Things might have changed since I got my car registered for the first time in Calif. Here is what I did:
I made an appointment with the CHP for a "brake and headlight"
test. This is before you deal with the DMV.
At the test station, the officer checks out your car. The more complete it is, preferably 100%, the less chance of the inspector going over it with a fine toothed comb. At this point they will give it birth, assigning it with a VIN. The vehicle Identification plate was installed on the drivers door jam and is basically hidden from view.
With that done, you drive down to DMV. I brought an envelope with receipts of the cost to build the car and that is what they base the price of registration on. I had to prove to the Air Resource board that the engine was a 1969. After they beat the crap out of your new engine, they assign it a "BAR" code identification tag that goes in the engine compartment. That is so every two years when you take it to the smog station, they scan it and it gives then the information for the smog requirements.
Things change day to day but that is my take on one way to get your dream on the road legally.

There are changes.
I just downloaded the two forms that need to be filled, from DMV web site. One major change is they will now tax you on the LABOR , yours or someone else''s.
In the past the major components were the only ones we had to worry about what gets taxed and what doesn't.
Now they will tax you on all your work to establish value.
Welcome to California!!
The process is the same.
1-Go to DMV pay the taxes
2-They will call Sacramento and get you a SB number (1 of 500)
3-They will issue a temporary good for (anywhere from 30-90 days)
4-Next stop is CHP to affix a VIN number.
5-Then you go for smog inspection even though you don't have to pass. No charge, but they want you to go anyway!!
6-You will make another visit to Brake and light inspection station
7-Back to DMV for the final paperwork and issuance of plates.
The exception to this some people were never asked to go to Brake and Light Inspection. I had did

Turk,does DMV expect you to pay the taxes before they issue the number,or simultaneous with it?Sort of they let go of the slip with the number as you let go of the check kind of thing?No sense paying a "use" tax on something you can't use,it would appear,but the little blue haired lady behind the counter may not see it that way.

You pay all the taxes during your first visit. Assumption is you have a completed car at the time. That is why a temporary 30-90 day permit to get the CHP, and BAR taken care of.
If you have difficulty in making an appointment with CHP within the given period of time, they will issue an extension or another TEMP.
You pay all your taxes up front. They don't care about anything else. Then you get your number right there.
I don't know what they are going to do, if your concept of a finished car is one without paint. Gel coat only? they shouldn't be able to tax you on something you have not spent money on.
What if you got it painted later on. Will they charge you later?
I hope not.
