Doubt it, Ive seen some very BIG engines just start to squeak into the 700 lb torque range stuff like a 514 ford and a 500 cube Hemi but those both have big cams and very modern head designs (wild that the hemi is 50 years old and is modern but hey the horsepower speaks for itself) An FE like a 428 with a good set up would be in the 450 to 500 range for torque a more mild set up would be 400 or so.
