I would use a hole saw for the small holes, tail lights, turn signals, roll bar, and bumpers. I used a jig saw and a router for the shifter hole, and I would do the same for the headilghts. Six inch hole saws are expensive and not very easy to use. It's ok if the headlight holes are not perfect since the buckets cover them anyway.
