I am not familiar with some of the terms you are using, but :

The shock mounts are slightly above this tube. On the S/C cars, the triangle shaped trunk aluminum piece that sits on top of this horizontal tube has a step on it where it meets the the tube. That raises the aluminum above the rear shock mounts. Obviously if it were sat flat on the tube with no step it would run right into the mount. Kirkham redesigned the shock mounts so they sit just low enough to clear. I am sure the glass fiber trunck tray is built with these same provisions
