If you are getting vacuum from aound the outside of the carb., try spraying some starter fluid around it while it is running. If you hit the area of the leak, it will pull the fluid in and you will hear the motor pick up. Alsoif the carb has been setting for a long while make sure the bottom plate is not warped any. I am sure that you have already did all of this but thought I would add my 2 cents worth.
I run mine with the air cleaner off and get no kind of whistle. Just a lot of gurggle and gulping and then it is empty of gas.
