16 is plenty. The seal will hold well above that. I prefer to run the lowest pressure cap I can and not 'boil over' in a worst case scenario.

16lbs is around 250 degrees. IF your motor gets to 250 degrees you have other more serious problems than worring about your pressure cap 'blowing off steam'.
