Torque is everything; HP is torque at a given RPM -- it's just a mathematical computation. If you want to increase your horsepower, either make more torque or make it at a higher RPM. If you want to make more torque, modify your engine (or swap in a different engine -- FE's, for instance, give pretty decent torque ).
