Actually, for a long time, we had the 30 year rule...exempting cars 30 years or older from smog testing. I bought a 1976 Bronco in the early 90s and kept it stock for years waiting for the exemption to catch up. In 1975, some POS legislator from LA got legislation passed to freeze the 30 year exemption at 1975. Missed it by one freeking year after waiting 15 freeking years!
Florez is a POS of the highest order...a product of term limits (trying to get as much attention through introducing as many bills as possible to run for higher office)...he's a thorn in everyone's side, including his own party's.
While CobraBill has a definite fixation on California (albeit having left this great State), I must say he's on da money with this thread.
It's more difficult to get 70s cars to pass than one might think...as someone noted, it's all the crap that has to be maintained and hooked up. This was the time period when California required more stuff than the 49 states. I still have my vac-controlled air cleaner for the Bronco, and made a few bucks renting it out to others who no longer had one when smog time came around.
