Gestapo-crats on the move again in Kalifornia
Again California Democrats are attempting to destroy the classic car hobby in the state by doing away with the smog exemption on cars made prior to 1976. Liberal Democrats have been trying to pass this type of legislation on a yearly basis over the last decade.
Just remember that liberal bills like this that become law in California often spread to other states. Many Democrats and their "tree hugging" lobby wants to ban our classic cars from the road and send them to the crusher all in the name of the environment.
Old Car Emissions Exemption Threatened in 8 California Counties; Hearing Scheduled for April 1
Legislation (S.B. 1549) has been introduced in the California State Senate by Senator Dean Florez(D) (senator.florez@sen.ca.gov) to repeal the state’s current emissions test exemption for pre-1976 vehicles registered by new owners in the San Joaquin Valley Unified Air Pollution Control District. The District includes eight counties in California’s Central Valley: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the valley portion of Kern. Under the bill, after Jan. 1, 2009, new owners seeking to register a pre-1976 vehicle in these eight counties would be subject to emissions tests for the life of the vehicle. S.B. 1549 is scheduled to be considered by the California Senate Transportation and Housing Committee on April 1, 2008.

Existing law in California exempts all pre-1976 vehicles from emissions testing.
California’s current emissions testing exemption recognizes the minimal impact of pre-1976 motor vehicles on emissions and air quality.
Pre-1976 vehicles constitute a small and shrinking portion of the overall vehicle population in California and are a poor source from which to look for further emissions reductions.
Pre-1976 antique and classic vehicles are overwhelmingly well-maintained.
Repeal of the exemption in the San Joaquin Valley could lead the Legislature to target other areas in the state in the future.
Legislators and regulators are again feeling the heat from a failed effort to meet air quality goals and are looking for a convenient scapegoat. The old car hobby should not carry the burden of their mistakes, as it has in previous amendments to the old car exemption!

But, The cars from the 70s had such negligable emission standards, they will all probably pass easily anyway.

it is not always the tailpipe sniff that will be the problem but rather the visual inspection. ANY modification from stock that does not have a C.A.F.E. number will cause you to fail... that means after market carbs, coils, air cleaners and of course headers. Lots of manufacturers have gone to the trouble to get those numbers in the last couple decades... but it is still unnecessary legislation. Please call or e-mail and stop the bill.

Done. We here this Crap every year. Better we should stop allowing companies to polute by just buying credits! A lot of the filth comes into the Valley from the Bay Area!!

But that doesn't mean the lefties will be satisfied to make them meet stock requirements. they may very well 'invent' a threshold that you have to make to pass.

If they come this far and we run out of bullets, Texas can legally drop out of the union, or split into 4 just to confuse 'em.
I just wonder how long it will be before some smart left wing type decides that they should make you pay a fee to exempt you from emissions, or by year (older=higher reg fees (CO, failed)) or by displacement (as they are trying in WA). A never ending cycle of guys looking for a way to tax us into oblivion or boredom, all for our own good, of course!

Actually, for a long time, we had the 30 year rule...exempting cars 30 years or older from smog testing. I bought a 1976 Bronco in the early 90s and kept it stock for years waiting for the exemption to catch up. In 1975, some POS legislator from LA got legislation passed to freeze the 30 year exemption at 1975. Missed it by one freeking year after waiting 15 freeking years!
Florez is a POS of the highest order...a product of term limits (trying to get as much attention through introducing as many bills as possible to run for higher office)...he's a thorn in everyone's side, including his own party's.
While CobraBill has a definite fixation on California (albeit having left this great State), I must say he's on da money with this thread.
It's more difficult to get 70s cars to pass than one might think...as someone noted, it's all the crap that has to be maintained and hooked up. This was the time period when California required more stuff than the 49 states. I still have my vac-controlled air cleaner for the Bronco, and made a few bucks renting it out to others who no longer had one when smog time came around.

I believe there was a vote on an amended version of the Bill in late April.
