Your existing insurance carrier first. You've got some leverage with them if you have other policies. If that's a no-go then one of the collector co.'s. (or switch all your stuff to another carrier)
Big thing with insurance is the state your in, here in Florida it's high because of the no-fault coverage. Your medical (and anyone in your car) is paid on your policy even if the other driver is at fault.
When I lived in a small town in Ohio my insurance was less than half what it is down here. When I asked the agent he said "well how do people drive here compaired to back home?". Sucks, but there you have it...
