I'd be wary about the compliance issues.
I wouldn't be surprised to see a demand to have a car meet certain ADRs, such as side pipe and noise compliance if moving into a State with tougher compliance needs.
Do the research as any potential buyer would be far more likely to buy knowing what they are up for than if buying blind.
