PA will convert your title into a title which reads "specialty constructed" (emissions exempt) vehicle. He may have to go through a safety inspection (lights, horn, suspension check, etc), but that is about it. He will need side pipe heat shields installed if you do not already have them on the car. My ERA went from a 1965 Ford title in Florida to a 2008 "specialty constructed" title in PA without a hitch. I get an annual safety inspection, but carry an emissions exemption (only one inspection sticker instead of two)........
