the bolt will spin in spacer, or the spacer may be designed like a heim joint, does it look like there is a radius on the spacer like it could be round. mine can actually rotate inside the shock housing. shove a bolt in and try to rack the spacer, i think you'll find it will rotate at any angle inside the eyelet.
i'll post a pic tomorrow of mine so you see what i mean.
