Getting an SB=100 and getting a new kit car titled are two separate things that are often combined (naturally). It is the title process that is lengthy and complicated, not the SB-100 process. There are many barriers to getting a properly titled car. Once you have the title, the SB-100 is easy.
You can find a scale in any town to get a certificate. Trucks get weighed before they get on the road.
