The safety wire can keep the spinner from turning IMO.
I agree that if there is a hub or pin failure the wire would do nothing though. After working on these things for the last week, I have made the decision to NOT drive the car without the safety wires installed.

I waited 39 years for this car, I can wait another day or two.
