Without seeing it,it's hard to tell,but if you have exposed fiberglass "hairs" sticking thru,I'd sand them down as best you can with a round dual action (DA sander) sander starting with say 80 grit.....if you can get it down pretty smooth,then I'd go with some fiberglass epoxy to smooth it up, you can get it pretty smooth when applying with a plastic bondo spreader, then sand smooth once cured with the DA sander and paint....I would NOT use bondo under the hood because of the heat....
sanding/working with fiberglass is a dirty job,where some kind of mask and put a good fan on right behind you to help blow away the fiberglass dust.....
