I recognized a LONG time ago that I was technically-challenged and that might my pen (checkbook) would be mightier than my sword (socket wrench). I think one of, long ago, but still vivid, memories were of me changing my oil and filter on my '66 Corvette and having to stab my filter with a screwdriver because I couldn't wrench it off.
So, I think most people will realize their shortcomings quickly, but I think you must be speaking not of the technically-challenged, but of the STUPID. That's a entirely different and FAR LARGER category.
If were talking about detention camps for segments of the population, I can think of a few other categories of people to be put in detention camps, the STUPID, being one of them.
