I originally painted my garage floor. It was a new garage and I waited the recommended time before painting it. We poured the floor extra thick and so I don't think I waited long enough for it to fully cure. It was such a mess that I thought the only way to fix it was to cover it up. I used racedeck diamond plate and have been fairly happy with it. I have black and white tiles and as someone else has pointed out the white tiles get stained. I had to weld pads on the bottom of jack stands but have not had a problem with floor jacks. The tiles will also buckle a bit as they expand under direct sunlight. They go back down as soon as they cool.

New concrete can expel moisture for months, especially if you have a vapor barrier under it. There is a simple test they use with small clear plastic cup that they seal over the concrete and let it sit for a while. If the cup has condensation in it, you are still "bleeding".
