Why? No California Registration

Following disclosure from the Barret jackson auction on lot number 685..

Totally restored with original 427 sideoiler. One of the final 6 completion s/c 427's. Factory aluminum body and fuel cell. Restored by showcase motorsports the largest authorized shelby dealer. Currently registered with oklahoma title. ***427 S/c compeltion car cannot be titled or registered in state of california ( will not comply with emmission stds)***

Why?
Why would an original 1965 Cobra have a difficulty complying with emission standards in California. I don't get it!!
