TO ALL MISSOURI RESIDENTS!!!!

This bill is important to our hobby! It has already been passed in Illinois and our help will insure it passing in Missouri!


A bill (H.B. 283) has been introduced in the Missouri
legislature by State Representative Thomas Green that would create
vehicle registration classifications for street rods and custom vehicles
and provide for special license plates for these vehicles. A hearing on
the bill has been scheduled before the Missouri House Transportation
Committee at 12:00 p.m. (noon) on Wednesday, February 12, in Hearing
Room 7 of the State Capital Building in Jefferson City.

Please attend this hearing to voice your support for H.B. 283 and
contact Members of the Missouri House Transportation Committee and your
own state legislators to request their support for H.B. 283.

* H.B. 283 defines a street rod as an altered vehicle
manufactured before 1949 and a custom as an altered vehicle manufactured
after 1948.

* H.B. 283 provides specific registration classes and license
plates for street rods and customs.

* H.B. 283 exempts street rods and customs from periodic vehicle
inspections and emissions inspections.

* H.B. 283 provides that vehicles titled and registered as street
rods and custom vehicles may only be used for occasional transportation,
exhibitions, club activities, parades, tours, etc. and not for general
daily transportation.

* H.B. 283 provides that a replica vehicle will be assigned the
same model year designation as the production vehicle it most closely
resembles and allows the use of non-original materials.

* H.B. 283 exempts street rods and custom vehicles from a range of
standard equipment requirements.

* H.B. 283 allows the use of blue dot tail lights on street rods
and custom vehicles.

Transportation Committee (list attached) and your own state legislators
in support of H.B. 283. If you need assistance in determining who your

The Illinois one passed (HB 4344) but ended up not helping because the state said there needs to be 850 applications filed before they will produce a custom plate. When it passed, there was a little over 24 applications filed. Hopefully Missouri will not have the same problem.

A great start. Simpler in some ways than our SB-100 but we have no limitations on how much or when we drive our cars. Also we can either get vanity plates or just the regular Republic of Cal. plates. The smog referee puts the little exempt sticker on the car after he does the tail pipe sniff test. Here the owner picks if he wants to register by the body and year it represents or the motor and year it represents. Hope it passes.

Thanks for the heads up, Eric! I know we all had been discussing the Illinois changes and how great it would be if MO did the same. Do you know if this is a result of the efforts by SEMA??

I am not to worried about the limitation clause. I can't drive mine every day, anyway, but I feel that when ever I do drive it, it is at the very least "an exhibition" - sharing some American racing heritage, albeit replicated, with the general motoring public!
I'll send email and notify members of the Highway 30 Car Club.

Yup!,

It was started by SEMA! The milage thing is loosely written, and is not checked that I know of. Besides, on any day in the summer, I could be on my way to a car show

Smile Legislative Update

In an Executive Session of the Transportation and Motor Vehicles Committee held on February 26th, the committee "voted do pass with amendment".
I have been unable to determine the nature of the "amendment".

I contacted each member of the committee via email when GreatAsp first broke this news. I received a letter from the Vice-Chairman of the committee, Rep. Charlie Schlottach, who expressed some reservations in its passage because of the loss of registration revenues to the state. However, the Fiscal note makes no mention of the impact the owners have in gasoline and other sales tax revenues and the general economic stimulus created by the "Street Rod" and "Custom" car community engaging in automotive events throughout the state!
