Exclamation New California Smog Law change proposed...

Just posting this from our Corvette club and other interests. Many of us have already bombarded the "elected" officials. We need more!!

Dear California automotive enthusiast:

California Senate Bill 708 will repeal the
1973-and-earlier smog exemption, require biennial smog
exemptions for all 1955-and-up cars and require EGR
equipment to be retrofitted to all 1972 and earlier
cars. For many 1972 and earlier cars, this means they
will not be eligible for registration at all, since
EGR systems will not function properly with their
original design. Clearly, this is another attempt by
the California legislature to take pre-smog-era cars
off the road.

weendoggy,

I have been posting about this on the club for over a week and there doesn't seem to be much interest in it. I have e-mailed and called every politician that I can even the idiot Flores that initiated the bill. No replies except a couple of computer generated ones which means mine went into the junk. I even went to www.motorists.org and talked to them. They want that bill stopped too as it is just the start. If it is signed by Emperor Davis then the worry about this warrant stuff is gone. So is every car registered under SB-100. I was even told that my original 1965 Comet with the little 289 2 barrel carb would have to be retrofitted to pass smog. There is no way that motor will passand I just had it completely rebuilt back to stock as it has over 152,000 miles on it. Right now I think SB-708 is more important than all the panic over who registered their cars through TU. Other states had better watch this too as their politicians will copy whatever these crooks here can get away with.

It seems to be a politician's paradise: Hordes of apathetic unconcerned potential slaves to the state. The good folks get the shaft along with the majority who could care less as long as they have their beer, cable TV, and potato chips.

Ron61, I must correct you on one thing: Out here in what is left of America, such bs will not pass muster. Washington has a privatized DMV, no inspection of vehicles, air so clean most of the state is exempt anyway, and tax and 2nd amendment rebels everywhere. (would I like to be even MORE free? YES) I love it here, however, knowing the alternatives, and you have my sympathaties, truly, for the abuse you are suffering down there. We had enough 11 years ago. several million CA folks have felt the same since 1988 or so, and fled the state.

I wouldn't be so smug about anything anymore if I were you, It doesn't matter where you live, politicians are of similar ilk.

I used to live in Colorado, not to be outdone by their California brethern, politicians imposed a lot of crap on the citizens of that state too.

Here where I live, smog inspections are not good enough any more. We now have to put our cars on a dyno to check for emissions. That is beginning in June...

Colorado has been at it for almost 8 years.
Enjoy the freedoms you now have, soon you too will be going kicking and screaming..

Sad but true.

I hope that you are correct but I feel the only thing that will stop SB-708 is the people who know and back Flores being given a choice of getting out or coming down on him hard. This is not his first attempt to legislate any car older than a few years out of Calif. I am afraid if I keep sending e-mails and calling I may get a visit for the State Gestapo but at least then I could get some national attention. I had a drivers license in Washington back in the early 60s when I was at Ft. Lewis and would have stayed there and went to work for Boeing except the rain was more than I liked. Now the Ant-Arctic is starting to look good. And to think that this escapee from a mental instution is Davi's choice to precede him as Governor is more than frightening. The apathy here is just beyond my compherension. We in the North State have no political clout at all. If we did Davis and a bunch of those fools would have been gone many years ago. Take care and enjoy having the right to own and drive a private car. It may soon come to an end.

In our area smog test consisted of a probe into the tailgate to check for emissions.

Some areas had what is known as "enhanced" emmission check. That requires the vehicle to be secured on a Dyno and have the driving simulated to measure the emissions.

To you it would probably mean an extra $50.00 or so each time you go for a smog check.
To me it means I have to spend another $40,000 for a new smog machine to stay in business.

They are expanding the Enhanced area all over the state. Brace yourself for a dyno coming to a Smog shop near you.

We've had the dyno setup here in San Diego for about 2 years now. Seems they want to make it pass under a load.

I just got off the phone with the offices of my two state senators. I expressed my deep displeasure with senate bill 708. Total time...less than 10 minutes.
I ask that each and every one of you members , spouses, loved ones, and associates, car club members other than Cobras spend 10 minutes of your time and make a call.

I guess I thought you were refering to smogging Cobras. If registered under SB100 we are still exempt from this. Of course if sb708 passes we are all hosed >:-(

Just got done calling my assemblyman (Joe Nation) and senator (John Burton), plus sent the following e-mail to Bruce McPherson:

Senator McPherson:

There is a bill due for a vote on March 25th that concerns me. Senate Bill 708 has been proposed by Senator Florez as part of a package of environmental bills. SB 708 would roll back the current smog exemption for pre-1973 cars and trucks and require that a vehicle must be older than 45 years old to be exempt from smog rules. The bill also seems to override SB 100 and SB 1578, passed in 2001 and 2002 respectively, which allow exemption from smog rules for up to 500 newly registered vehicles built by hobbyists each year. As an auto hobbyist who registered a car under SB 100 during 2002, I am OPPOSED to SB 708 for the following reasons:

1. There are a relatively small number of pre-1973 vehicles on California’s roads. Many of them are owned by auto hobbyists like me. Due to the small number of these vehicles on the road and the fact that they are driven very few miles annually compared to new cars, these cars do not contribute in any meaningful way to the overall air pollution in the state.
2. Those of us who have registered cars under the provisions of SB 100 or SB 1578 would be faced with bringing those cars (in my case, a replica of a 1965 Shelby Cobra) into compliance with smog rules, a process in my case that, if it were even possible, would cost many thousands of dollars. Alternatively, we would be forced to sell our cars to people outside of the state of California prior to the effective date of SB 708. At any given time there are only a few Cobra replicas such as mine for sale (one of the reasons I built mine instead of buying an existing car). This forced “dumping” of many cars in a short period of time would undoubtedly require me to sell at a substantial loss.
3. Those of us (the auto hobbyist crowd) who own pre-1973 cars spend a significant amount of time and money tinkering with our cars. Many (maybe most) of the companies that make equipment catering to our hobby are based in California – a large number of them are based in southern California, the birthplace of “hot rods”. It is likely that SB 708 would negatively affect the sales of equipment by those California-based businesses in a significant way. In this current economic climate, I do not think it makes sense for our legislature to enact laws that would cause additional job losses in California.

In summary, I think SB 708 causes economic harm to our state at a time when we can least afford it in order to gain an environmental benefit that is, in all likelihood, not material to the problem that Senator Florez is trying to solve. While environmental improvement is a laudable goal, I don’t believe that this bill materially advances that goal. I would appreciate your OPPOSITION to SB 708.

Angry Smog Dyno's have been around since 1998

My car was Dyno-Smog tested in 2001.. The ***** of it is they can't give you a dyno number.. Only a smog number.. Turk must have been imune given his stature in the car biz.. (or his alternate address to avoid this nasty process..)

My smog place had a ramp the car had to get up on.. The pipes dragged... !@#$%^&*()!!!

Politicos tried to jamb the dyno based emmision test on us here in Pennsyltucky a few years back. Got so far as to build the dyno facilitys and hook all the gear up. Everything was supplied by this Envirotech outfit, from Arizona. All the car people got their ship together , made a raid in the state legislature, got it eliminated before it went to final implimentation. Envirotest sued and got a BIG giant secret sealed settlement for lost future bizz. Cost us taxpayers a dumptruck load of jing. You California strokes better git you ship together. As a side note, Mr Appeasement, Hans Blix said that global warming is a bigger threat to the world than war or peace in Iraq. That's the thinking we're up against.

I am not as elloquent as some on the thread. I sent the following to both my State Assembly and State Senate representatives:

Please vote against SB 708.

I don't believe that attacking the older cars will have any significant effect on the smog in California.

It is my belief that the backers of this legislation are trying to come up with a tidy 10: O'clock news bite, to satisfy their financial backers, rather that taking a reasoned approach to clean air in our state.

If some new legislation is to be proposed, why not start with a ruling that all pick-up trucks, vans and suvs have to meet the same emissions as the automobiles with which they share an engine? This ruling, retroactive to the same time frame that automobiles were smog equipped, might have an effect, if automobile emissions are the real culprit on the air quality in our state.

The vast number of these vehicles and the poor economy that they deliver are, in my opinion, a much greater threat to our clean air than older cars, most of which only get driven to car shows on weekends, and are normally kept in an excellent state of repair.

Well, yeah. Loss of U.S. control of world oil regions could cause gas prices as high here as Europe in less than a year. Global warming is no big deal. It's not due for another 2000 years (normally, that is). Or rather the snap flip to ice age that warming eventually causes. That will be a b***h if it covers most of the U.S. in glacial ice I guess, but it won't be our problem.
