Bell housing question- Tremec 6 speed

My 351C is mated to a Tremec 6 speed. I noticed today that the bottom hals of the flywheel is exposed. It seems like there are screw holes allowing a plate to cover the flywheel. Can someone tell me if this is 'normal' that the lower half of the flywheel is exposed? Someone told me that it was for cooling the clutch which seems odd.

There should be an inspection plate bolted there. You should not see any of the flywheel unless you take this plate off.
