Cobra Make, Engine: sold a SPF

emission testing

I am trying to nail down the emission requirements for a new SPF Cobra that will be first registered in Ohio..as what i don't know.

My issue is I might relocate (job) down the road and would like to double check the difficulties of registering and passing emissions without paying fines and all the hassles I am reading on this site. Some states are easier than others yet some I see where I could be trapped. I will not be moving to California.

I am looking to go with a new block engine. Is that a mistake based on my circumstance?

Does anyone have web site addresses or factual information for the following States?

Ohio
Pennsylvania
Maryland
Virginia
Texas
Illinois
Delaware
