California Registration / Smog Question

I am considering purchasing an FF registered as a 65 in Oregon. Will this require the SB502 (or whatever it is) for Califonria as well or can it be brought in as a "Federal" car? Also, isn't there something coming up in March that will force a 40-year backdate so that everything registered as a 65 and later must comply with the smog laws applicable to year of the motor?
