I'm neither a lawyer or cop, but did play a role the apprehension and prosecution of these guys...the guy that did time in the federal prison was a guy I have known all my life, not what you would call a good friend, but living in small town USA, every body knows everybody.....he had a small used car lot in town, but lived like a Rockerfeller!!!!!!!!! go figure!!!!!! 
Around these parts, the Louisiana State Police doesn't take too kindly to VIN fraud type stuff, they have a division assigned strictly for this type of stuff........they regularly make suprise visits to salvage yards and ask to see paper work on cars as well as checking odometers/VINs on car lots, you'd be surprised at what they turn up.....
