Well Ron61 described the exact steps my painter does to fix chips. With a 2 part he goes just aboce finish with last application then when dry sands and applies clear coat to give the dull 2 stage paint a closer color and seal the repair.
PS Touch up brushes in the toothpick size are available from paint store in 10 packs.
