Embarassing, being a Ford guy and all, but #2 is...
AAR Cuda.
Helped a friend rescue one from a slow death drag racing. Beautiful car. Well balanced, clean and powerful with the 340 6 pack and pistol grip.
#1? My 'carryover' 1966 GT350. Clean lines, simple engineering. Get all the mechanical goods of the '65 in a better cosmetic package.

Technically, Cobras aren't muscle cars. They're sports cars. And if you want to get really picky, Mustangs, Camaros, Cudas, Challengers, etc aren't technically muscle cars either. They're pony cars. Muscle Cars are intermediate or full bodied grocery getters with big a$$ engines.
That said, my vote goes to:
'64 Thunderbolt
or '61 Starliner

427 SC Cobra ... it just has that "look" ... and of course the muscle .
63 1/2 Galaxie .... mine is Rangoon Red , black interior , 427 dual quad and 4 speed .
`66 or `67 big block Fairlane ( preferably 427 ) .
I`m just a little partial to Ford muscle , but appreciate all of them.
