& That is it's biggest problem. If there are restrictions as to what can be licensed under SB100, why are there only so many per year? Why should we have to hope for a # when we obviously aren't going to drive these cars every day & have almost zero% extra impact on the environment.

Instead of wasting resources on tracking down the GTR's why not Refuse to allow Nissan or any retailer to import or sell the cars into the US & make the fees to register them here extremely high, for those individuals who do? We have so many bigger issues as a country.

Because the state is ran by politicians and tree huggers who want to blame these cars for everything. They can't figure out that they would take in a lot more money if they let more of them get that SB-100 number, and it isn't cheap by the time you go through the process. When I was talking to one of our anti car Senators a year or so ago I asked him about the number and he said they should all be done away with because of the smog they create. I asked him just how many he had seen in the big traffic jams that create most of the crap and he had to admit he had never seen a single one.
