If the car is registered as a 65,then no you don't need to smog it to begin with with.However,effective Jan 1st in Az,cars 15 years or older that carry a "Collectors car"insurance policy are smog exempt.
When i moved from the Peoples Republik of Kalifornia i did not need a" AZ insurance policy".They were satisfied that the car was insured with a company licensed to do business in Az.
And it cost me $23.50 to get tags for the Cobra.
