Merv, I agree and in saying that I guess I subscribe to the Keynesian theory wherein most (if not all) utilities remain in public hands even given how inefficient public management is in a labor sense. However, more folks employed by Government (read The Public) has major impact on unemployment therefore less social service expenditure.
