True Don. The Federal and State Governments have already committed to the billions in costs (75/25%), but that is for roads and rail, schools and all the infrastructure costs. It is the many things for peoples' everyday lives that hard the hardest: school uniforms, food, clothes, etc. Is there a national appeal as yet?
